Setting priority from Task Manager

I tried to set highest priority (-20)  from Task Manager ( also in nice) utility ,
but interestingly it is not working in higher priority!!!

The same card if I'd set highest priority from Task Manager, it works properly in
higher priority.

Is there any clue why it is not accepting setting process priority from RTLinux
(2.2)??
