Tcl interface for ComediLib

Hello together,

I started writing a Tcl interface for the ComediLib. Not all of
ComediLibs function have been implemented so far. But the ones with
simple (i.e. single) data seem to work propperly. For the others (buffer
operations, range and insn_lists, ...) I am still thinking over a
solution to map them from and to Tcl consistently.
If there is any interest ... where do I put them.

PS.: I am not the ultimate computer crack so it might be helpfull if
someone who is ;-) could help me bringing the makefiles to "state of the
art"!
