problem is that since it's an XPC there's only one PCI slot and the NI card is taking that slot. /proc/interrupts shows: 0: 1356718 XT-PIC timer 1: 56 XT-PIC keyboard 2: 0 XT-PIC cascade 3: 3 XT-PIC ohci1394 8: 1 XT-PIC rtc 10: 0 XT-PIC ehci_hcd 11: 31686 XT-PIC usb-ohci, eth0 12: 0 XT-PIC usb-ohci 14: 12129 XT-PIC ide0 15: 3 XT-PIC ide1 NMI: 0 ERR: 0 so 5,7, and 9 should be free, no?
