Configure failed! Input/output error

Hey,

I am trying to get a PCI Ni6036E card configured on an old computer (AMD
k6) with Linux Libranet 2.8.1 Debian but untill now no succes.
  
The installation of comedi went well untill 
/sbin/modprobe comedi 

comedi_config /dev/comedi0 ni_pcimio

I get this info:
Configure failed! : Input/output error
> Check kernel log for more information
> Possible reasons for failure:
>         Driver not found

I checked with windows NT4.0 the hardware was OK.
Tried changing the position of the card in the slots gave no difference.

Do somebody have an idea what can be the reason of the configure
failure. 

I find in the kern.log 
PCI: Unable to reserve I/O region #1:80_at_6500 for device 00:13.0

The PCI-card has the device nr 17 so I think everything alright.

The PCI-list gives no I/O address for National instruments card but when
I look under Windows NT they also do not mention an I/O adress so I
think OK.

I suppose I/O address is given by BIOS or by the kernel.
Is it possible to force an I/O address to a PCI card or did I made a
kernel-configure error somewhere ?

maybe the output of "dmesg" and "cat /proc/pci" give more info about
what I did wrong.
