You have to enable debug output, add some diagnistic messages in 
libcomedi/comedi code and see whats happens with port. Also you 
can try with other ports. Try programm your card manually for 
receive acknowledgement it is works.

P.S.
If it is possible, use charset us-ascii for your letter.
