DAQ Card 6024E

After looking thru the ni_mio_common and reading the mailing list
archives, I programed what I thought was correct for the counter for a
National Instruments DAQCard 6024E.  However, I'm getting zero counts
even with a 1 kHZ TTL pulse hooked up.  I've attached my code and
would be grateful if someone can help.
