NI-DAQmx Base is copyright National Instruments. You are welcome to use it
as Register Level Programming documentation, in the same way that you use
the PCI E Series Register Level Programming Manual, which is also copyright
National Instruments.

If you have other questions about licensing, I'd recommend looking through
the license included in the download.

One of the design goals for DAQmx Base is to illustrate how to control NI
data acquisition hardware to assist customers writing other drivers
(including Comedi). One advantage of DAQmx Base over a printed manual or
PDF is that it can be tested with real hardware, which minimizes the risk
of incorrect information or programming errors.

I don't want to continue off topic on the Comedi mailing list for too long,
so if you have other questions about NI-DAQmx Base, you might email one of
us individually. Although, I'll be out of the office for the next two
days.
