As a first measure I would install a new hotplug version from:
http://linux-hotplug.sourceforge.net/
They are just scripts.
Then copy manually the following files from comedilib/etc/hotplug/usb:
cp comedilib-0.7.22/etc/hotplug/usb/usbdux/usbdux /etc/hotplug/usb/
That's the script which issues comedi_config.
You will also need comedi_config in /usr/local/sbin (called from the
script).
and finally the firmware:
cp comedilib-0.7.22/etc/hotplug/usb/usbdux/usbdux_firmware.hex
/usr/local/share/usb
