constant 'device not configured' error

Hi,

I'm trying to get comedi going on a new PCI board.  I've built both comedi
and the library.  Anytime I go to run the comedi_config utility I always get
'device not configured' which is an EXIO error.

/dev/comedi0 exists as a char major 98 minor 0

./comedi_config /dev/comedi0 li_ai12

(li_ai12.ko exists in the module directory)

Am I doing something really stupid here?  What can I do to shed more light
on the situation?
