Basically, we tried to write a counter API which should be generic
enough to fit most counter applications (pulse (train) generation,
encoding, ...)

Note that the pcimio driver code also contains some stuff for counter
configuration, but unfortunately I've never found/took the time to try
to merge these efforts, which should definitely be done.
