Unfortunately in my experience it seems like Analog Outs are the driving 
factor of cost.  The jump from 0 to 2 analog outs seems to tack on about a 
150% increase in the board price.  I imagine 4 analog outs would be a bit 
much in price.

The company I work for is mostly driven by price, so I can think of a few 
"hacks" that might get you where you want:

Some good cards to use, particularly with comedi, are NI's PCI-6023 (or the 
6024 which has Analog Outs).  Also, check out measurement computing's 
PCI-DAS08 and DAS16.

A 24 bit digital IO board is relatively cheap.  You can pretty easily build a 
D/A circuit using the 24bit digital outs and some op amps or other ICs.  That 
might be one way to get an extra analog out.

You may also want to consider buying a DAQ card that has no analog outs, then 
buying a 4 channel analog out board and running both devices.

We use Automation Direct's "Field IO" for our analog outs since you can scale 
many output channels for moderate price.  It's not a comedi thing, but 
another option you may want to consider.
