This is going to cause problems, since it may cause comedi_config to be 
called automatically with nonzero base address and irq.

Here, comedi_config to getting called with nonzero base address, etc.

The busy error indicates the board is active, perhaps just rebooting isn't 
enough?  You could deactivate it with ACT N in isapnp.conf, etc. but it would 
be easier just to cycle power.
