This is an idiot response as I'm not really familiar with the workings 
of PCMCIA, but no one else has answered yet.  Are the necessary kernel 
modules loaded?  I guess they are really meant to load automatically 
when you insert the card, but you could try loading them manually and 
see if that makes any difference, i.e.: modprobe ni_mio_cs
